The cost of living in October 2026: who watches your bills, and where to turn

Field Notes

Checked and correct as at 5 October 2026.

If your bills feel heavier this autumn, you’re not imagining it. Prices rose by 3.1% in the 12 months to August 2026, up from 2.9% in July, says the Office for National Statistics. Motor fuel gave the biggest push. The next figures are due on 21 October.

The good news: every big household bill has a watchdog, and a free route to complain. Here’s who does what.

Line chart of UK CPI inflation from August 2025 to August 2026, easing from 3.8% to a low of 2.6% in June 2026, then rising to 3.1% in August.

Energy: Ofgem

Ofgem regulates gas and electricity suppliers. Its price cap limits the unit rates and daily standing charges on default tariffs in England, Scotland and Wales. It doesn’t limit your total bill.

From 1 October to 31 December 2026 the cap rose by 4%. A typical household paying by Direct Debit for both fuels now pays £1,723 a year, up from £1,663. VAT is off electricity bills from 1 October 2026 to 31 March 2027, so most of the rise is in gas, up 8%.

Bar chart of the Ofgem price cap gas unit rate over six quarters, falling from 6.33p per kWh in mid-2025 to 5.74p in spring 2026, then rising to 7.97p from October 2026.
Source: Ofgem, ‘Changes to energy price cap’ notices for each quarter, July 2025 to December 2026.

Do today: Ofgem says some fixed tariffs are £100 or more below the October cap. If you’re struggling, ask your supplier early about an affordable payment plan.

If it goes wrong: complain to your supplier, which has 8 weeks to put it right, then go to the free Energy Ombudsman. Ofgem doesn’t take individual complaints.

Water: Ofwat and CCW

In England and Wales, Ofwat regulates water companies. Average household bills for 2026-27 went up by 5.4%, about £33, after a 27% rise the year before. The government plans to replace Ofwat with a single new regulator; for now, the routes below still apply.

The Consumer Council for Water (CCW) takes up complaints for free. Complaints brought to it rose 84% in 2025-26, to 15,115.

Do today: try CCW’s water meter calculator, updated for 2026-27 charges, to see whether a meter could save you money.

If it goes wrong: complain to your water company (if it doesn’t reply within 10 working days, you may be due a payment). Still unhappy after a final response, or after eight weeks? Go to CCW. Its complaint letter tool says it doesn’t store what you type.

Phone and broadband: Ofcom

Ofcom regulates phone, mobile and broadband providers. Since 17 January 2025, new contracts can’t include rises linked to inflation or set as a percentage; any rise must be in pounds and pence before you sign. If a rise wasn’t set out that way, Ofcom says you can leave without a penalty.

Do today: before you switch, use the Ofcom checker to see which broadband and mobile services reach your address.

If it goes wrong: complain to your provider. For complaints made on or after 8 April 2026, you can go to an independent scheme (Communications Ombudsman or CISAS) after six weeks, or straight away if your provider sends a “deadlock letter”.

Money: FCA, MoneyHelper and the Financial Ombudsman

The Financial Conduct Authority (FCA) authorises and regulates almost all financial firms. MoneyHelper is the free, government-backed guidance service.

Do today: use the FCA Firm Checker to see whether a firm is authorised, and MoneyHelper’s budget planner to see where your money goes.

If it goes wrong: complain to the firm. Most have up to 8 weeks to reply, but only 15 days for complaints about payments, fraud or scams. Then go to the Financial Ombudsman Service within six months of the firm’s final response.

Shopping and loyalty cards: CMA, consumer helplines and the ICO

The Competition and Markets Authority (CMA) enforces consumer law. Since 6 April 2025 it can rule on breaches itself and fine a company up to 10% of its global turnover.

Since 6 April 2026, shops in Great Britain that offer a loyalty price must also show the normal price, both unit prices and the conditions, close to the product.

Are loyalty prices real? In a 2024 review, the CMA checked around 50,000 loyalty-priced products: 92% were genuine savings, worth 17% to 25% on average. But they weren’t always the cheapest, so shopping around still pays.

Now the privacy side. The ICO points out that a loyalty card tells a shop where you shop, how much you spend and what you buy, including pharmacy and health products. That data must be kept safe: in 2020 the ICO fined Marriott hotels £18.4 million after a hack that reached loyalty card information.

You have rights here. Ask any company for a copy of the data it holds on you (it usually has one month to reply), or tell it to stop sending you marketing, which it can’t refuse.

If it goes wrong: for faulty goods or unfair treatment, call the Citizens Advice consumer helpline on 0808 223 1133 (England and Wales), Advice Direct Scotland on 0808 164 6000, or Consumerline on 0300 123 6262 in Northern Ireland. For data worries, complain to the company first: it must acknowledge you within 30 days. Then go to the Information Commission (the ICO until 30 September 2026).

A word on scams

The government warns of fake messages posing as energy bill support, and there’s no Cost of Living Payment for 2026. Forward scam texts to 7726 and emails to [email protected].
